After an existing shelter in Middletown burned down in a gruesome fire set by an angry husband, the Department of Human Resources asked CHC to step in. New Horizons opened in May 1981 when its first occupants, a woman and her three children, moved in. New Horizons continues to this day to provide shelter as well as direct support in the courts to women in Middlesex County.
